Should we reform the court system?

A prosecutor doesn't care if a person is innocent or not, they just want another W on their record. A prosecutor who doesn't put people away won't be a prosecutor for long. How can the system be just when it's just a matter of who is a better lawyer, not whether the accused are guilty or not?
