You could use the No Child Left Behind legislation, and similar legislation. A book that I really enjoyed reading in my EDUC100 class was Teach Like Your Hair's on Fire by Rafe Esquith. He's also written some other books and he presents some pretty controversial and really groundbreaking views on teaching. Hope this helps...
